Minister of Defense Klaudia Tanner Visits RCPE: Innovations in Crisis-Ready Medicine Manufacturing

On November 7, 2025, Austrian Minister of Defense Klaudia Tanner visited the Research Center Pharmaceutical Engineering (RCPE GmbH) in Graz, joined by Landesrat Willibald Ehrenhöfer of Land Steiermark – a prominent supporter of emergency technologies. Andrea Höglinger, Vice Rector for Research, highlighted the versatile dual-use innovations developed at Graz University of Technology (TU Graz). The visit to RCPE centered on Austria’s readiness for medical supply emergencies and its pivotal role in strengthening pharmaceutical resilience.

Ensuring Medicine Security in a Turbulent World

Threats from disrupted global supply chains are on the rise: today, over 70% of pharmaceutical active ingredients are sourced solely from China or India, exposing Europe to external shocks. Unpredictable trade policies from both the US and China, combined with ongoing pandemics and increasing geopolitical conflicts, highlight the urgent need for robust strategies to secure Austria’s and Europe’s medicine supply.

For almost two decades, RCPE – backed by TU Graz’s leading academic research – has advanced continuous pharmaceutical manufacturing. While this technology was originally developed to modernize and optimize pharmaceutical production, its strengths – speed, efficiency, and flexibility –  make it exceptionally well suited for rapid emergency medicine response and supply resilience.

RCPE’s Smart Stockpiling and Continuous Manufacturing

Traditional stockpiling enables quick access to vital medicines and is relatively straightforward to implement. Yet, it is expensive, space-intensive, limited by shelf life (2–3 years), and usually wastes valuable resources.

In a crisis, quick action is critical – getting medicines to patients in days or weeks, not the standard 9-12+ months of traditional pharma production processes. RCPE’s smart stockpiling uses compact containers to preserve pure APIs for more than 20 years, allowing for swift, efficient medicine production using advanced continuous manufacturing when needed most.

High-Level Delegation at RCPE

The visit brought together a distinguished group from the Federal Ministry of Defence, including Brigadier Rudolf Zauner (National Research Director) and Brigadier Martin Selzer (Adjutant to the Minister), alongside other senior leaders from the Ministry’s Department of Science, Research, and Development.

RCPE’s Business CEO, Thomas Klein, introduced the center, and Scientific CEO Prof. Johannes Khinast led the delegation through RCPE’s pilot plant, demonstrating the continuous tablet manufacturing line and facilities for highly potent active ingredients. This visit showcased RCPE’s capacity to turn scientific innovation into practical solutions for national resilience – and Minister Tanner demonstrated that the Austrian government is decisively taking medicine security into its own hands.
